ODA/IDA Monitoring Report. Overseas Development Administration, London., 1987

This evaluation of the first (five-year) phase of an ODA/IDA-aided social forestry project in Karnataka is based on a short field trip to Gulbarga, Tumkur and Hassan Districts, each of which had broadly different climatic conditions and accessibility to markets. Brief profiles of each district are provided along with some very general statistics on the performance of community forestry plantations and farm forestry, including the decentralisation of nurseries. The authors state that there was no evidence in the surveyed districts to support the major prevailing criticisms of farm forestry. Thus, based on general observations from Gulbarga and some secondary statistical data, the authors argue that the opportunity cost of food crops displaced by farm forestry are likely to be small. This is reported to be consistent with data from Tumkur collected for the project. They also suggest that farm forestry has not reduced employment opportunities in Kolar District as reported and that the labour situation in Kolar was more complex than suggested by critics of social forestry. The authors also refute that grazing lands have been alienated as result of the project, although the evidence cited is far from convincing. A useful article by Dr Chhatrapati Singh on legal issues involved in social forestry, notably relating to resource tenure, is appended to the report. The latter includes an outline for undertaking a legal feasibility study for social forestry in a given area.
