This report was commissioned by the Somali government to weigh up alternatives to the prevailing high levels of charcoal consumption in Mogadishu. Neither electricity nor LPG (natural gas) were viable substitutes for charcoal because the costs of appliances and connections would exclude poor households. Kerosene was the only possible alternative. The author argued that to promote the use of kerosene over charcoal, the government would have to begin importing the fuel and to dismantle the present system of price controls and monopolies by two retail co-operatives. Overall, the report provides a concise and realistic appraisal of the policy choices faced in an urban setting of poor infrastructure, widespread poverty, rampant inflation and limited foreign currency.
